Analysis: EU's recovery plan sets new precedents for borrowing

Europe’s coronavirus recovery plan is unprecedented in many ways. As FRANCE 24’s European affairs editor Catherine Nicholson explains, it marks the first time the European Commission will raise funds by borrowing on the international money market as if the wealth of the entire EU were one country.
