Speaker Sir Lindsay Hoyle has chastised the Government for relying on loopholes that allow them to change law without the scrutiny of the Commons.

Speaking as PMQs was about to begin on Wednesday afternoon, he said the Government "must make greater efforts" to give MPs time to debate and scrutinise laws.
