'Build Back Better': Who said the catchphrase first?

Boris Johnson urged the leaders of the G7 to "build back better" as he teased Joe Biden for "nicking" his slogan.
The Prime Minister, who hosted the virtual meeting of the world's seven largest economies from Downing Street, made the new US President laugh as he said: "I think he may have nicked it from us but I certainly nicked it from somewhere else.
But which of the two leaders really used it first, and where does the phrase really originated?
