The UK Cabinet Office minister, Michael Gove, said "trust has been eroded and damage has been done" by the European Union imposing controls on the export of vaccines to Northern Ireland. Gove said the EU had acted outside the rules set out in the treaty governing Britain's exit from the bloc.
