Global National: Sept. 23, 2020 | Throne speech focuses on COVID-19 assistance, child care

There were a series of political firsts on Wednesday, with a federal Speech from the Throne delivered in the middle of the COVID-19 pandemic and an address to the nation by Prime Minister Justin Trudeau. He declared that a second wave is underway in Canada's four biggest provinces and he said time is running out to turn it around.

The prime minister said Canada is at a crossroads and asked Canadians not to let our guards down on public health restrictions like masks and physical distancing.

Abigail Bimman and Ottawa bureau chief Mercedes Stephenson take a look at the throne speech and his address to the nation.

That speech also pointed out the importance of child care, and that COVID-19 has shown the need there is even more acute. The federal government is promising a significant, long-term investment, but it's not yet known if there will be enough to create a universal child care plan. Jeff Semple explains.

An outbreak of COVID-19 inside Alberta's largest hospital is putting a strain on staff and patients. Three people have now died and more than 100 health care workers are in self-isolation. Health officials are investigating how the virus spread and as Heather Yourex-West explains, there are fears the virus may have been circulating through the facility for weeks.

Post-tropical storm Teddy has already whipped across Nova Scotia and is churning up the seas in the Gulf of St. Lawrence. It has now weakened, there are still tropical storm and storm surge warnings for southwestern Newfoundland. Ross Lord reports on how the storm swept through Nova Scotia.

The U.S. has begun three days of tributes for the late Supreme Court justice Ruth Bader Ginsburg. She died at the age of 87 on Friday from complications due to pancreatic cancer. She'd served 27 years on America's highest court and today, more than 100 of her former law clerks stood at attention on the steps of the court waiting for her arrival. As Jackson Proskow reports, Ginsburg had a significant impact on law, gender equality and later in life, even pop culture.
