Senator Joe Manchin wants more time for a slimmer budget bill. Manchin, who urged a 'pause' on fellow Democrat Joe Biden's $3.5 trillion domestic spending plan, says while he supports some provisions such as universal preschool, he doesn't back clean energy and other measures.
