A group of children were seen evacuating from their school after two gunmen opened fire, killing seven children and one teacher in Russia's Kazan.

"Today is a big tragedy for our region, all of our country," Rustam Minnikhanov, the Tatarstan governor, told reporters at the scene. "We are all very sorry this happened."

The attacker was a lone-wolf, Tatarstan's police chief said, dispelling overwhelming reports of an accomplice.

Vladimir Putin asked the National Guard, the Russian agency in charge of gun licenses, to review how licenses are issued, a Kremlin spokesman told reporters on Tuesday.
