2. SOUNDBITE (English) Jill Rutter, Senior Research Fellow of UK in a Changing Europe:
"He possibly went sooner than many of us thought he would. We might have thought that he would hang on for a bit longer to see if there were new elections to the sort of governing body of the Conservative parliamentary party, the 1922 Committee next week, questions about whether they would change the rules to allow another vote of no confidence and he seemed very impervious to representations from his Cabinet to this mass of resignations."

ANNOTATION:  Johnson says he plans to stay in office until a new Conservative Party leader is selected, but many in the party say he should leave sooner.
4. SOUNDBITE (English) Jill Rutter, Senior Research Fellow of UK in a Changing Europe:
"First question is, can he reconstruct the government? He's appointed people to vacant cabinet positions. So he's now got a full Cabinet. But obviously there's going to be massive distraction anyway while there's a Conservative leadership election going on, that just happens."

STORYLINE:
A senior analyst from the UK in a Changing Europe think-tank reviewed a hectic day in British politics as British Prime Minister Boris Johnson announced his resignation.
"He possibly went sooner than many of us thought he would," senior research fellow Jill Rutter said.
"He seemed very impervious to ... this mass of resignations," Rutter added.
Johnson announced his resignation as prime minister and leader of the Conservative Party just after midday on Thursday, after the latest ethics scandal around his leadership led some 50 senior lawmakers to quit the government.
He plans to remain as prime minister while a leadership contest is held, but many are calling for him to go now.
Rutter described Johnson's resignation speech as full of "soundbites" and "dwelling on his record," but said there was "absolutely no sense that the Prime Minister recognised that the reason he was being drummed out of office now was because he was seen to have debased standards in public life."
The timetable for the leadership contest that will decide Johnson's successor is due to be announced next week, with the internal election likely to take place over the summer.
A field of MPs who are nominated to become leader is whittled down to two finalists.
The some 90,000 members of the Conservative Party then vote to name the new party leader and therefore prime minister.
Once a new prime minister is elected, Rutter said, there will be a "question of whether (they) need to go and have an early election to seek a personal mandate" and the approval of the electorate.
