Ian Shugart, Canada’s top public servant, told the House of Commons finance committee on Tuesday that he didn’t see a way Prime Minister Justin Trudeau and Finance Minister Bill Morneau could have avoided being involved in discussions around the now cancelled contract with WE Charity.

Shugart also said he wasn’t aware of any financial connections between Morneau and WE Charity, but Trudeau’s “involvement” with WE “was in the public domain.”
