Critics are warning that the government's net zero strategy is underfunded and consumers could end up footing the bill. But who should pay for net zero?
Chairman of the E3G think tank, Tom Burke, says 'in some sense it's all of our responsibility', and if the government chooses "the right policies" taxpayers, consumers and businesses should partly pay.
But climate activist Mikaela Loach argues that the bill falls with the fossil fuel industry.
