Winter storm leaves 5.5 million U.S. houses without power

A winter storm sent temperatures plunging across the Southern Plains, prompting a power emergency across large swaths of the U.S. Texas was hit hardest among these states, with more than 4.3 million houses facing power outages. Electric Reliability Council of Texas (ERCOT), which manages the state's electric supply, initiated rotating power cuts from the early morning of February 15.
